Sinopsis Buku Cost-Benefit Analysis for Developing Countries
This book is based on the one previously published as Project Appraisal for Developing Countries. Project appraisal is essentially cost-benefit analysis for developing countries. Given current usage, the new title is more descriptive of the material.
The title also clearly distinguishes it from the more recent book Applied Cost-benefit Analysis which is a general text that does not, as we do here, give particular emphasis to the circumstances of developing countries.
The aim of the book is again to interpret, expand and evaluate the principles of project appraisal as devised by Lyn Squire and Herman van der Tak (hereafier S&T) in their Economic Analysis of Projects published in 1975 for the World Bank.
At the time of writing this book, the World Bank seems now to have turned their back on project appraisal. So some justification for persisting with the endeavour seems warranted.
The S & T approach is still (a) the best starting point to begin an understanding of project appraisal and (b) the most comprehensive framework which can act as a convenient springboard to develop the area further.
While the World Bank may think they have moved on to something different in the form of structural adjustment lending, development remains inherently tied up with the need to identify socially worthwhile projects.
Moreover, as we try to show in a new chapter especially written for this book. Structural adjustment lending can be analysed using exactly the same S & T methods that were first created to evaluate projects.
As with the earlier version of the book, all chapters are split up into three parts. The main concepts and their applications constitute the first part. The second part involves the problems. The third part is called ‘Discussion’.
The structure of the book is also as before, with the main features of the S & T approach covered in the first eight chapters (which form Part One). From then on, the reader can tackle a practice project appraisal which focuses on understanding the essentials of the S & T approach as is currently formulated.
The extensions to S & T methods, that take place in Chapters 9-13 (Part Two), are covered on the basis of the earlier understanding of the essentials. Chapter 14 summarizes the text by working through the practice project appraisal presented in Chapter 8.
The new discussion section of Chapter 14 concludes the book and it covers recent developments in project appraisal, especially as far as the World Bank is concerned. This discussion section, together with the new Chapter 13 on structural adjustment loans, is my attempt to keep the reader up to date with the latest developments in the field from an applied perspective.
To help make the material in this book more accessible to a wider audience, all the key chapters now include one or two new diagrams that summarize the min principles being discussed. These diagrams can be read in conjunction with the text or used to replace the more technically difficult sections.
