Trade and investment in services-telecommunications, financial services, insurance, legal services, advertising, shipping, and tourism-has become an important issue in trade negotiations between the United States and the major developed and developing countries, as well as in the General Agreement on Tariffs and Trade negotiations.

The Asia-Pacific region contains some of the most dynamic economies in the world, and intraregional trade and investment in services is likely to mirror the region’s phenomenal growth rate for trade in manufactured goods. Little is known, however, about the patterns and magnitude of trade and investment in services in the region and their overall economic impact.

There is also widespread confusion about what constitutes trade in services and thus about the international forum appropriate for handling service- related issues. The authors clarify these topics, utilizing analyses of broad issues in conjunction with case studies of service industries most affected by recent technological changes.
