EYR CLS' History, Vision and Mission
EYR Center for Legal Studies (CLS) is a non-profit civil society organization based in Indonesia. Our focus ranges from the implementation of legal & economic programs, consultation services, enhancing our community’s legal literacy through education, as well as acting as a platform of distribution for legal journals within legal-related topics in Indonesia.
History
Keberadaan EYR CLS diawali dengan didirikannya Pusat Pengkajian Hukum (PPH) pada tahun 1987 oleh Bapak Bambang Kesowo (selaku Ketua Yayasan), Ibu Kartini Muljadi, Bapak Jusuf L. Indradewa, Ibu Harpini Sajidiman, Ibu Ayu Resmiati M. Muhammad, Bapak Bacelius Ruru, dan Ibu Emmy Yuhassarie Ruru, selaku Manajer Program.
At the time, PPH’s activities revolved around hosting seminars, workshops, limited discussions, researches, as well as publication of both journals and proceedings. These initiatives have attracted attention from policymakers and the business community between 1989-2007. As a non-profit organization, PPH provided materials for economic and legal regulations development in Indonesia. These materials include legal topics related to notaries, foundations, investment, capital markets, banking, limited liability companies, intellectual property rights, business competition, bankruptcy, pension funds, arbitration, money laundering, international trade, and mediation.
Among its many activities, PPH have collaborated with various governmental agencies such as the Indonesian Supreme Court, the Capital Market and Financial Institutions Supervisory Agency (now replaced by the Otoritas Jasa Keuangan or OJK), the State Secretariat, the National Development Planning Agency, Bank of Indonesia, and the Jakarta Stock Exchange (now the Indonesian Stock Exchange). PPH also actively participated in legal reform activities related to the socialization of the Bankruptcy Law in collaboration with the Association of Indonesian Economic Scholars (ISEI) and the Association of Indonesian Curators and Administrators (AKPI).
Apart from that, PPH collaborated with the National Mediation Center (PMN) during the initial socialization period for Court Annexed Mediation, and held Mediator certification training for Judges. Under Mrs. Emmy's management, PPH lasted for almost two decades, before finally going on hiatus due to her busy schedule as special staff to Mr. Sofyan Djalil when he was serving as the Minister of Communications and Information Technology in 2004-2007, and as well as the Minister of BUMN in 2007-2009.
With PPH’s aspirations and vision still relevant to the growth of Indonesia’s law landscape to this day, Mr Bacelius Ruru, along with the support of Mr. Suhunan Situmorang, Mrs Sri Wahyu Karini, Mrs Endang Setyowati, as well as Hyang I. Mihardja, PPH is now reactivated and rebranded into “Emmy Yuhassarie Ruru Center for Legal Studies” (EYR CLS).
EYR CLS have been building a portfolio of activities since October 7th, 2021. EYR CLS hopes to be a proactive contributor within the development of Indonesian law landscape through answering issues that are in line with current developments, especially issues related to climate change, digital transformation and alternative dispute resolution.
Vision
To become a platform for intellectuals - especially in the fields of law and economics - who possess integrity, are independent, and are aware of social justice for society. We aim to nurture, guide and support the young and reforming intellectuals, who are beneficial for the growth of Indonesia.
Mission
1. Building a Knowledge Center as a source of knowledge and documentation of the results of studies conducted, to then become a Co-research space for the learning community.
2. Actively contribute to the development of Indonesian law through studies and contributions of thought as materials for consideration in policy formulation - taking into account the needs and involvement of the community.
3. Become a partner for government agencies to educate the young and the Indonesian public in initiating educational programs and socialization of policies that apply in Indonesia.
4. Play an active role in fostering public awareness in response to global issues; especially related to the phenomenon of climate change and developments in the transformation of the digital world.
5. Providing views to the community in the context of access to justice, as an effort of peacebuilding through Alternative Dispute Resolution (ADR) methods.
